This past summer, I upgraded to Tiger from Panther. I recently peeked into the "Previous Systems" folder to compare contents. The previous system folder contains the file "PediaImporter.mdimporter" which the current system does not.

Is this something that I should move over to the current system or is it a file that the current versions of Bookpedia no longer uses?

The new version of the program keeps the PediaImporter.mdimporter file inside the program package (Bookpedia.app/Contents/Library/Spotlight) so you do not need to copy the file over to your new system.
