What kind of collections are they, regular ones with the blue collection icon? In that case, just go into one of the collections, select all the entries (Command-A) and drag them into the other collection. After that you can delete the first collection.

If you want to join two smart collections you have to change the criteria for one of the collections so that the entries from the other collection will match and the program can assemble the new collection for you.
